League Leadership

Commissioner: Shaymus Banks

Game Format
  • Format: Games are 4-on-4 plus goalies.
  • Timing: Two 20-minute periods, running clock. Clock stops only for penalty shots and serious injuries. No offsides or icing.
  • Stoppages: Faceoffs occur at the start of each period and all referee whistles.
  • Warm-ups: 5 minutes.
  • Timeouts: One timeout allowed per team, per game.
  • Ties: Regulation ties result in a 3-round shootout (extended if needed).
  • Stats: Goals and Primary Assists are tracked by refs and scorekeepers.
Team Standings & Playoffs

Points System: Wins = 2 points | OT Loss = 1 point | Regulation Loss = 0 points.

Playoffs: The regular season standings will determine seeds for the Championship (1st vs 2nd) and 3rd Place (3rd vs 4th) games. All standard rules apply, except ties will go to a 5-minute sudden-death OT period before a shootout.

Uniforms & Substitutions

Approved Jerseys: Only approved jerseys are worn on the rink during league play. Approved jerseys include FRH Legacy jerseys (Founder/Year One Crew style), Cary Park Legacy jerseys, and Fresno Falcons jerseys. Skaters without these must borrow an FRH loaner jersey ($50 charge if not returned). Goalies are exempt from outer jerseys in high heat.

Players are NOT permitted to create their own "FRH" jerseys. All branding is the sole property of our non-profit. Written permission is required to create merchandise.

Off-Roster Substitutions: Subs will be rare to keep the league team-based. Allowed only if a team has fewer than 6 players present, solely to fill the roster up to 6 players. Subs must be paying Tribe members at similar or lower skill levels than the player being replaced, subject to league coordinator approval.

Referees & Penalties

Referees: Compensated by the league. Games will feature two referees. In emergency shortages, a single referee may run the game, or Captains/appointees will stand in.

Immediate Penalty Shots: Penalties result in an immediate penalty shot with a stopped clock. There are NO POWER PLAYS. After the shot, play resumes with a center ice faceoff.

Referees may assess penalties for:
• Hooking
• Delay of Game / Stalling
• Tripping
• Checking
• High Sticking (face/head)
• Spearing
• Roughing
• Butt-ending
• Slashing
• Too many men on the floor
• Interference

⚠️ A player who receives three (3) penalties in a single game will receive an automatic ejection from that game.

⚠️ Zero Tolerance / Immediate Removal:
Immediate ejection and potential season-long league removal will occur for: Fighting, intent to injure, spearing/butt-ending, abuse of an official, or dangerous/reckless behavior.
League Council & Discipline

The League Council: Consists of the Commissioner and the four Team Captains. Decisions are made by majority vote, with the Commissioner casting the tie-breaking vote. The Council may review incidents post-game and issue warnings, suspensions, forfeitures, or removals.

Suspensions & Warnings: Suspensions may occur retroactively. The Council will factor in the length of time played in the ejection game when calculating suspensions. The rules in this handbook are not exhaustive; the Council reserves the right to assess supplemental discipline to promote player safety and integrity.

Scheduling & Refunds: Posted schedules are final. Rainouts/acts of God will be rescheduled if possible, but are not guaranteed. There are strictly NO REFUNDS.
